Background
The Water, Sanitation and Hygiene Network (WASH-Net) has operated in Sierra Leone since 2010, with its dedication to improving access to clean water, sanitation and hygiene services for increased health outcomes in Sierra Leone. We are seeking a highly skilled and experienced Advocacy and Campaigns Officer to support our advocacy engagements and interventions at the national level and across multiple districts in Sierra Leone.

Job description
WASHNet Sierra Leone is seeking a dynamic and dedicated WASH Technical Supervisor to join our team. The institution is dedicated to enhancing access to clean water, improved sanitation facilities, and hygiene practices across Sierra Leone. To ensure the technical quality and effective implementation of our WASH projects, WASHNet is seeking a highly skilled WASH Technical Supervisor to oversee and support the technical aspects of its interventions in Tonkolili and Port Loko districts.

As a matter of fact, WASHNet is entering an exciting new phase in its development with an ambitious five-year national strategy and the post holder will play a vital role in helping us to achieve our broader goal to ensure access to safe water, hygiene and sanitation for all.  He/she works within the guidelines, policies and mission of the organization and will be accountable and responsible for specific tasks as assigned. In this exciting role, s/he will work closely with the project team to deliver targeted interventions. As Technical Supervisor, s/he will work along the following:

KEY RESPONSIBILITIES:
Technical Leadership: Provide technical guidance and support for the design, implementation, and monitoring of WASH projects, ensuring adherence to best practices, quality standards, and donor requirements.
Project Planning and Implementation: Oversee the development of detailed project plans, technical designs, and specifications for water supply systems, sanitation facilities, and hygiene promotion activities.
Quality Assurance: Conduct regular site visits to monitor project activities, assess technical quality, and ensure compliance with engineering standards, safety protocols, and environmental regulations.
Capacity Building: Train and mentor project staff, local partners, and community members on technical aspects of WASH interventions, including construction techniques, maintenance procedures, and sustainable practices.
Technical Assessments: Conduct technical assessments, feasibility studies, and needs analyses to inform project design and decision-making processes.
Problem-Solving: Identify and address technical challenges and issues encountered during project implementation, providing timely and effective solutions.
Coordination and Collaboration: Work closely with project managers, field officers, and other stakeholders to ensure seamless coordination and integration of technical components within broader project frameworks.
Reporting and Documentation: Prepare technical reports, progress updates, and documentation of best practices, lessons learned, and innovative approaches in WASH programming.
Stakeholder Engagement: Liaise with a diverse array of agencies, local authorities, NGOs, and other partners to align technical interventions with national policies, standards, and community needs.
Resource Management: Oversee the procurement, use, and maintenance of equipment, materials, and supplies necessary for the implementation of WASH projects.
Monitoring and Evaluation: Develop and implement monitoring and evaluation plans for technical components of WASH projects, ensuring data collection, analysis, and reporting to measure progress and impact.

QUALIFICATIONS AND REQUIREMENTS:
Education: Bachelor’s degree in civil engineering, environmental engineering, public health, or a related field. A technical degree or professional certification is preferred.
Experience: Minimum of 5 years of relevant experience in WASH project implementation, with a strong technical background in water supply, sanitation, and hygiene promotion Languages: Proficiency in English is required. Knowledge of local languages is an advantage.
Other: Willingness to travel to project sites and engage with local communities.

Desired Skills and Expertise
Technical Skills: Demonstrated expertise in designing and implementing water and sanitation systems, including boreholes, wells, latrines, and water treatment facilities.
Project Management: Proven experience in project planning, execution, and quality assurance, with the ability to manage multiple projects and priorities simultaneously.
Analytical Skills: Strong analytical and problem-solving abilities, with attention to detail and accuracy in technical assessments and reporting.
Communication: Excellent communication and interpersonal skills, with the ability to effectively convey technical information to diverse audiences, including non-technical stakeholders.
Teamwork: Ability to work collaboratively in a multicultural and multidisciplinary team environment, with a commitment to capacity building and knowledge sharing.
Adaptability: Flexibility and willingness to travel frequently to project sites, including remote and rural areas, to monitor and support project activities.
Language: Fluency in English (as a must), Krio and Temne (added value).

Contract and Remuneration
This position is a full-time, renewable contract with a competitive salary and benefits commensurate with qualifications and experience.
